INTRODUCTION

      Vote-buying is usually viewed as a purely economic exchange in which the voter sells his or her vote to the highest bidder. (GSDRC,2019). The site also mentions it referred as offering money, goods, or services in which givers might hope to get recipients to vote, or not vote, for a particular candidate


         In the Philippines, elections are frequently marred by vote-buying, as many politicians woo people with offers of cash, food, and other giveaways in exchange for votes. (ABS-CBN News, 2021). Election candidates assigned some "pook leaders" in charge of buying votes for them (CNN Philippines 2019). They will go to a strong households’ voters of the opponent and pay them 1,000 pesos each voter to not vote, "gapangan" is the term that they call it (CNN Philippines, 2019)
